Separate sealed bids are requested for the construction of Civic Center Space Planning Improvements. Bids will be received at the City of Monroe Purchasing Division. Bidding documents may be examined at the designated location, and all prime bidders must obtain copies from the Engineering Department upon payment of a deposit or request for electronic plans. Deposits are refundable under specified circumstances. Bidders may also submit bids electronically by registering with the indicated service. Each bid must include required security as detailed in the Information for Bidders. Bonds must be from sureties acceptable under U.S. Department of Treasury Circular 570. A corporate resolution authorizing a corporate representative to sign the bid must be provided if the bidder is a corporation. All bidders must comply with state and federal requirements concerning conditions of employment, minimum wage rates, Section 3, Segregated Facilities, and all other applicable laws and regulations. Contractors are required to hold a current license in the classification of Municipal and Public Works and provide their license number when requesting documents and on the bid envelope. No bid may be withdrawn within forty-five days after bid opening. The contractor is to begin mobilization and procurement of materials within ten working days of receiving the Notice to Proceed. The successful bidder must execute the Owner's standard agreement and provide performance and payment bonds within ten days of contract award. Special requirements for CDBG projects include submission of executed certifications regarding Equal Employment Opportunity, Section 3 and Segregated Facilities, and a Section 3 plan with tables. Minority-owned firms and small businesses are encouraged to participate.
