The City invites you to submit a proposal for Transit Emergency Operations Plan services. All work must comply with applicable federal, state, and local laws and regulations. The scope of work includes, but is not limited to, the following 3.1. TASK 1: Project Initiation, Coordination, and Document Review The City invites you to submit a proposal for Transit EOP planning services. The scope of work includes, but is not limited to, the following: Conduct a kickoff meeting with the City's Transit Division and other stakeholders. Review the City's EOP, relevant departmental procedures, and the Stanislaus County EOP (for awareness). Establish a Project Working Group (PWG) consisting of representatives from: o City transit personnel o City public safety personnel o Contracted transit operator (management and operations) o City Emergency Management or Emergency Operations Center (EOC) Coordinator The City of Turlock is requesting proposals from qualified firms to develop a Transit Emergency Operations Plan (Transit EOP) for the Transit Division (Turlock Transit). The Transit EOP must establish operational procedures, coordination protocols, and training frameworks for Turlock Transit personnel (both agency and contractor staff) for effective emergency response. The Plan is required to align with the Citywide EOP, conform to the National Incident Management System (NIMS), Incident Command System (ICS), and Standardized Emergency Management System (SEMS) principles, define response roles and thresholds, and include thorough staff training and exercises. The Transit EOP aims to improve local readiness and coordination with City departments during emergency activations. Question Submission Deadline:May 14, 2026, 3:00pm All questions regarding this RFP must be submitted through online. Approval of Contract:July 28, 2026, Subject to Change All proposers shall submit a fee proposal that delineates tasks, hours, and cost for all staff working on the project. Proposals shall be valid for a minimum of 180 days following submission. The City reserves the right, without limitation and at its sole discretion, to accept or reject any or all proposals and/or terminate this RFP process at any time, for any reason, without notice and with no obligations. Method of contractor selection has not been determined at this time.
