Site work for a water / sewer project in Weston, West Virginia. Completed plans call for site work for a water / sewer project.
Sealed bids are requested for the Weston Sanitary Board Sludge Dewatering Project - Phase 2. The work includes construction at the wastewater treatment plant of a complete sewage sludge dewatering system, installation of sludge transfer pumps, construction of sludge drying beds, installation of a polymer injection system, site development, excavation, all necessary piping and fittings as described in the plans and specifications. There are three additive alternates: a third sludge drying bed, a second sludge transfer pump, and greenhouse garage door electric operators. The contract time is 365 days for substantial completion and 400 days for final completion, with liquidated damages of $750 per day after the time limit for substantial completion. Bidders must submit bids using a two-envelope system: one envelope for required bidder information and another for the bid form. Both must be clearly labeled. Bids must be accompanied by a certified check or bid bond for at least 5% of the base bid. Bidders may not withdraw bids for 90 days after opening. Bidders are required to have a West Virginia Contractor's License and comply with various federal and state requirements, including the Davis Bacon Act, Disadvantaged Business Enterprise participation, American Iron and Steel requirements, and non-discrimination laws. The right to reject any and all bids is reserved. Bidders must not be debarred or suspended as listed on the System for Award Management (SAM). Minority firms are encouraged to participate. Bidders are required to comply with all laws pertaining to federal wage rates, and must make good faith efforts to subcontract a portion of the contract to Disadvantaged Business Enterprises as per federal regulation. Construction time limit for the Contract is 365 consecutive calendar days to substantial completion for Base Bid work, and 400 days for final completion.
