A. The Work of Project is defined by the Contract Documents and consists of the following 1. Mobilization & Demobilization 2. Coating of Type B Bulkheads (Upper Tidal Zone) 3. Coating of Type C Bulkheads (Upper Tidal Zone) 4. Coating of Type D Bulkheads (Upper Tidal Zone) 5. Coating of Boat Ramp Bulkheads (Upper Tidal Zone) 6. Preconstruction Lift Hole Inspection 7. Furnish & Install Bulkhead Plate Repairs B. Type of Contract: 1. Project will be constructed under a single, lump sum prime contract. Project involves repairs to steel sheet pile bulkheads and steel guide piles, primarily including the application of a new protective coating above the waterline and installation of passive cathodic protection systems. Sealed bids must be addressed to the DNREC - Division of Parks and Recreation, 89 Kings Highway, Dover, DE 19901, with the outer envelope clearly indicating: "DNREC CONTRACT NO. NAT26802-IRMPIERS - SEALED BID - DO NOT OPEN." Emailed bids are also accepted and preferred, and must be sent to Shawn.Heacock@delaware.gov and Julio.Seneus@delaware.gov prior to the bid deadline. Bidders bear the risk of late delivery regardless of submission method, and any bids received after the deadline will be rejected. A mandatory pre-bid meeting will be held at 39415 Inlet Rd, Rehoboth Beach, DE 19971 for the purpose of establishing the listing of subcontractors and to answer questions. Representatives of each party to any Joint Venture must attend this meeting. Attendance of this meeting is a prerequisite for bidding on this contract. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The owner reserves the right to reject any or all bids and to waive any informalities therein. The owner may extend the time and place for the opening of the bids with not less than two calendar days' notice by e-mail to those bidders receiving plans.
