Proposals must be made on the Authority's form and in accordance with the Plans and Specifications and the "Instructions to Bidders". Attention is called to the requirement that not less than the minimum salaries and wages, as determined by the Pennsylvania Department of Labor and Industry, must be paid on these projects. The project includes DBE participation goals; DBE firms must be certified with the Pennsylvania Unified Certification Program prior to award of contract. The Airport Authority reserves the right to reject any and all bids or waive any informalities in the bidding. No bidder may withdraw their bid for a period of sixty days after the scheduled closing time for receipt of bids. The Base Bid work generally includes, but is not necessarily limited to, the following items: Runway and Taxiway Pavement Work: _ Mill and overlay of runway asphalt pavement o Mill and overlay of runway asphalt pavement from Sta. 106+75 to Sta. 122+90. o Mill and overlay of taxiway asphalt pavement within project limits, including: _ Taxiway B7 to the asphalt pavement limit. _ Taxiway G to the hold bar. o Demolition and reconstruction of asphalt shoulders between Sta. 106+75 and Sta. 122+90. o Pavement marking o Runway grooving Runway Centerline Lighting System (Sta. 106+75 to Sta. 122+90) _ Demolition and removal of existing light bases. _ Installation of new two-part light bases. _ Removal, cleaning, and reinstallation of existing light fixtures with new isolation transformers. _ Cable replacement. _ Installation of drains in new light bases and connection to the underdrain system at the full-strength edge. Runway Touchdown Zone (TDZ) Lighting System (Sta. 106+75 to Sta. 122+90) _ Demolition of existing can infrastructure. _ Installation of new two-part TDZ base cans. _ Removal and reinstallation of light fixtures with new isolation transformers. _ Installation of drains in new cans and connection to the underdrain system. _ Allowance of 100% conduit replacement in PCC. _ Cable replacement. _ Installation of new junction cans and concrete-encased conduit in turf. _ Extension of existing conduit to new turf-mounted junction cans. Runway Edge & Guard Light System (Sta. 100+00 to Sta. 122+90) _ Demolition of existing can infrastructure. _ Installation of new two-part base cans in asphalt and base cans in turf. _ Removal and reinstallation of light fixtures with new isolation transformers. _ Cable and conduit replacement. _ Installation of drains in new cans and connection to the underdrain system. _ Installation of new concrete-encased secondary conduit from TDZ locations to turf junction cans. _ Installation of core-drilled two-part base cans in existing asphalt for runway edge lights beyond paving limits and connection to existing conduit systems to accommodate future paving. Miscellaneous Work _ Turf restoration within disturbed areas. _ Erosion and sedimentation controls as required. Taxiway Edge & Guard Light Systems (Taxiways G, B7, B8) _ Demolition of existing can infrastructure. _ Installation of new two-part base cans in asphalt and signal-grade cans in concrete. _ Installation of 24-inch base cans in turf areas (Taxiway G). _ Removal and reinstallation of light fixtures with new isolation transformers. _ Cable replacement. _ Installation of drains in new cans and connection to underdrain systems. _ Installation of new concrete-encased conduit within shoulder pavement. Additional Electrical Work _ Replacement of runway surface sensors within the Phase 3 limits. _ Replacement or repair of duct banks at Taxiway G and B7. _ Permanent relocation of runway edge lights to a 10-foot offset along the full runway length (includes covering existing shallow cans). _ Replacement of electrical manholes within Phase 3 limits that are unsuitable for reuse. _ Installation of concrete aircraft-rated protection structures surrounding FAA manholes.
