The selected vendor shall provide a comprehensive program that includes, but is not limited to: program administration of activities required to support city staff with implementation of the Wastewater Consent Decree; program execution plan development to guide how Consent Decree components are implemented; review of the already established project delivery plan, providing optimal bundling and delivery strategies and identifying efficiency opportunities and cost-savings; development and support for a financial management plan; program controls and reporting; community outreach; project management; and development and maintenance of a collection system dashboard. Respondents are to include their Arkansas License number on the outside of their sealed response. Sealed responses should be labeled accordingly and delivered to the Office of the Director of Engineering. The owner reserves the right to waive any informalities or to reject any or all responses.
