The scope of work involves providing Construction Management (CM) services for the first phase of construction of High Falls State Park. Services required may include: - Preconstruction services such as developing bid strategies, contract document review, constructability review, value engineering, cost estimating, supervision of exploratory site investigation, schedule review, code compliance review, and review or execution of a Project Labor Agreement (PLA). Coordination of multiple trades if multiple prime contracts are used. Additional services may include retaining an arborist or geotechnical engineer. - Bid phase services including participation in meetings, providing a construction schedule and milestones, outreach to plan-holders, and assisting with RFI responses and addenda. - Construction phase services include project management, budget and schedule maintenance, submittals, safety, recordkeeping, payment review, RFI management, inspection, close coordination, and quality control. Implementing a cloud-based construction management software platform accessible to all stakeholders is required. The CM must ensure sequencing to meet milestones. Responsibilities include site protection, landscape work, earthwork, site utilities, new entrance and parking, trails, ADA walkways, installation of planting and lighting, compliance with soil management, job office setup, EC3 carbon tracking, SWPPP inspections, and PLA administration. The OPRHP will secure project permits; the CM secures third-party inspections. - Post-construction services such as project close-out, claims negotiation, and settlement. Instructions to bidders include submitting a portfolio with a letter of interest, not more than 20 pages describing qualifications, experience, staffing, proposed approach, organization chart, resumes of key personnel, proofs of registration/licensure, and reference lists. Submissions must be emailed as a PDF to the designated address. Additional requirements include compliance with licensing, certifications addressing workplace gender-based violence, EO 177 and Executive Order 16 certifications, and participation goals for MBE, WBE, and SDVOB. All proposing firms and subconsultants must be authorized to practice in New York State. The process follows Qualification Based Selection, with interviews for shortlisted firms and ranking based on set criteria including innovation, personnel qualifications, experience, and project management. OPRHP reserves the right to seek clarifications, negotiate fees after selection, and exercise various options in the bid process, including rejection, negotiation, and award adjustments.
