The City of Rochester Department of Environmental Services Street Design Division is soliciting a Request for Proposals for a Professional Services Agreement to support the full implementation of a Pavement Management System. The scope of work includes, but is not limited to, the collection of pavement data, field surveys to assess pavement conditions, and video inventory of streets within the public right-of-way across the City. The Pavement Management System must utilize software with advanced analytical capabilities for data-driven planning, prioritization, and maintenance programming, including integration and capacity to import the City's existing paving history. Optional services may include the collection, inventory, and condition assessment of other City street assets as described in the draft scope of services. Project limits include all streets within the City of Rochester, excluding I-490 and the Inner Loop. Respondents must ensure all communications are directed only to the designated City contacts listed in the RFP. Seven hard-copy proposals and one electronic proposal are required for submission. Deadline for Questions May 14, 2026 at 1:00 pm Consultant Selection, Interviews, Product Demonstration and Award Notification May 2026 - July 2026 City Council Approval of Agreement with Consultant September 2026 The City of Rochester desires to encourage minority and women owned (MWBE) businesses to participate in opportunities to enter into PSAs with the City and to encourage minorities and women in the workforce. Pursuant to Ordinance No. 2018-54, the City has a goal that 30% of the aggregate annual contract awards for professional service contracts over $10,000 be awarded to minorities (M) (15%) and women (W) (15%). The City has also established minority workforce goals of 20% M and 6.9% W for professional services consulting contracts.
