Deschutes County Department of Solid Waste is soliciting proposals for Community-Based Waste Prevention Services in Deschutes County that meet the requirements as set forth in the State of Oregon's Opportunity to Recycle guidelines. The Contractor shall provide waste prevention programs that will include community outreach and resources focused on waste prevention, reuse, repair, composting, and recycling to Deschutes County residents, visitors, and businesses. The program should encourage practical behavior changes that reduce waste generation, conserve resources, and lessen the environmental impacts associated with the production, use, and disposal of materials. All questions shall be made in writing via email to Susan Baker, Waste Prevention Manager in writing at Susan.Baker@deschutes.org by 5:00 p.m. PST on April 30, 2026. Fax or phone requests for information will not be accepted. Responses to questions will be made in writing as soon as practical and no later than 10 days before the proposal due date.
