This requirement seeks potential sources capable of providing comprehensive building automation controls services, preventative and corrective maintenance, system integration, and component replacement to support a Delta Controls building automation system operating on an EnteliWEB platform. The scope includes continuous full-service support under a firm-fixed-price contract consisting of a base year and four option years. Services encompass biweekly preventative maintenance visits, emergency and corrective maintenance, troubleshooting, software updates, annual EnteliWEB software renewals, and 24/7 technical support as required. The contractor shall furnish all labor, materials, tools, equipment, software, transportation, and supervision necessary to maintain, upgrade, and integrate building automation systems campus-wide. The work requires replacement and integration of existing legacy building automation systems, including METASYS, DISTECH, Niagara/Tridium, Siebe/Invensys, Alerton, Honeywell, and LG Controls, into a unified Delta Controls BAS environment. Tasks include installation, wiring, programming, testing, and commissioning of Delta controllers, sensors, actuators, VFDs, UPS units, pressure sensors, peripheral equipment, and associated electrical components. The contractor shall provide graphics, engineering, system startup, as-built documentation, and onsite training for VA facilities staff. All work must comply with applicable VA directives, federal, state, and local codes, NFPA standards, cybersecurity requirements, and VA information security policies. The scope covers phased EMS retrofits across multiple buildings and systems, including central plant chilled water systems, air-cooled chillers, primary and secondary pump stations, air handling units, heat exchangers, VAV systems with hot water heating, general and critical exhaust fans, and associated monitoring and control points. The contractor must ensure BACnet integration, system reliability, alarm management, data collection, user interface updates, and secure network connectivity on approved VA infrastructure. A two-year warranty on parts and labor is required for installed components, along with certified Delta Controls technicians and documented technical qualifications.
