Site work and paving for a road / highway in Key Biscayne, Florida. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The Village of Key Biscayne, a municipality located in Miami-Dade County, Florida, hereby requests bids from a licensed contractor as further defined in Section 2 of this invitation to bid to provide milling, resurfacing, and roadway reconstruction of Harbor Drive, from Crandon Boulevard to W. Mashta Drive. The work encompasses the full limits of the roadway corridor as defined in the Contract Plans and Technical Specifications. The Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and incidentals necessary to complete the Project in strict conformance with the Plans, Specifications, applicable codes, and all federal, state, and local regulatory requirements. The scope described herein is intended to convey the general nature and extent of the Work; it is not exhaustive. The Contractor is responsible for all work shown, noted, or reasonably implied by the Contract Documents in full accordance with the specifications, terms and conditions contained in Section 2 of this Invitation to Bid (ITB). The Project limits are defined as follows: o Roadway: Harbor Drive, Village of Key Biscayne, Miami-Dade County, Florida o Limits include the full roadway width within the right-of-way, including travel lanes, curbs, gutter pans, manholes, signage, and all associated elements within the project corridor. Interested businesses may obtain the full solicitation and all associated documents through the Procurement Portal. It is strongly encouraged that Respondents register well in advance of the deadline to leave time to address any technical issues. It is also recommended that Respondents include any commodity codes for services or products it offers as the Village uses these codes to send notice of relevant solicitation opportunities. Question Deadline 05/18/2026 at 9:00 AM ET Any and all questions or requests for information or clarification pertaining to this solicitation must be made in writing via email to procurement@keybiscayne.fl.gov Response to Questions: May 22, 2026 Scope:- A. Mobilization & Preparatory Work o Mobilization of personnel, equipment, and materials to the Project site. o Establishment of maintenance of traffic (MOT) in accordance with the FDOT Design Standards and the approved Traffic Control Plan (TCP), reviewed and approved by the Village's Public Works Department. o Coordination with the Village of Key Biscayne Public Works Department, Miami-Dade County, and all utility agencies prior to commencement of any work. o Installation of all required erosion and sediment control measures prior to and throughout construction. o Pre-construction survey, documentation of existing conditions, and notification to affected property owners and residents. o Securing all site materials and equipment. B. Removal of Existing Brick Paver Surface o Full-depth removal and disposal of all existing brick pavers and setting bed materials throughout the entire project corridor. o Removal of all associated edge restraints, paver base materials, and any underlying sand or flexible base courses as required by the Plans. o Hauling and lawful disposal of all removed paver materials at an off-site disposal facility. Salvage of materials shall not be permitted unless otherwise directed by the Village. o Subgrade preparation, grading, and compaction to achieve the required density and design elevation for the new pavement section per plans and specifications. o Repair or stabilization of any unsuitable subgrade material encountered, as directed by the Village. C. Milling of Existing Asphalt (Where Applicable) o Milling of existing asphaltsurfaces at locations designated in the Plansto achieve the required elevation, cross-slope, and surface profile. o Milling depth shall be as specified in the Plans and Specifications. o All milled material shall be hauled and disposed of off-site or recycled in accordance with applicable regulations. o Milled surfaces shall be swept clean and tack-coated prior to placement of new asphalt pavement. D. Asphalt Pavement Construction o Placement of new hot-mix asphalt (HMA) pavement in accordance with the pavementsection design specified in the Plans and Specifications. o All asphalt lifts shall be placed at the thickness, mix type, and compaction requirements specified in the Specifications. o Final asphalt surface shall be smooth, uniform, and free of irregularities, with all grades and cross-slopes conforming to the design grades shown on the Plans. o Adjustment of all utility frames, grates, valve boxes, and manhole covers to match the new finished pavement elevation, as applicable. E. Curb & Gutter Reconstruction o Full reconstruction of all existing curb and gutter throughout the Project corridor, including removal and disposal of existing curb and gutter sections. o Furnishing and installation of new concrete curb and gutter of the type(s) designated in the Plans and in accordance with FDOT Standard Index and the Specifications. o All curb and gutter shall be installed to the lines, grades, and dimensions shown on the Plans. Concrete mix design and curing methods shall meet or exceed Specification requirements. o Restoration of all subgrade, base, and adjacent pavement disturbed during curb and gutter installation. F. Pavement Markings & Signage o Furnishing and installation of all new thermoplastic pavement markings throughout the project corridor, including lane lines, centerlines, stop bars, crosswalk markings, turn arrows, and all other markings as shown on the Plans. o All pavement markings shall conform to the FDOT Standard Plans for Traffic Control, MUTCD standards, and the approved Signing and Marking Plan. o Installation of new traffic control signage where indicated on the Plans, including post, foundation, and sign panel. o Removal and disposal of all existing pavement markings, raised pavement markers (RPMs), and signage that conflict with or are replaced by the new installation. G. Site Restoration & Cleanup o Restoration of all areas disturbed during construction, including adjacent landscaping, sidewalks, driveways, utilities, and private property, to a condition equal to or better than pre-construction conditions. o Removal and disposal of all construction debris, surplus materials, and equipment from the project site upon completion. o Maintenance of site cleanliness throughout the duration of construction. Daily cleanup of all debris and materials is required. Securing staged equipment and materials is required. o Final cleanup, sweeping, and inspection of the completed roadway prior to request for Substantial Completion.
