Bids are for a single prime contract and must be lump sum. A mandatory pre-bid meeting will be held at the project site. Bidders must submit sealed proposals, include forms for Identification of Minority Business Participation and the applicable affidavits, and observe North Carolina licensing requirements. Each proposal must be accompanied by a cash deposit, certified check, or bid bond equal to not less than 5% of the proposal. A performance bond and a payment bond for 100% of the contract price are required. Payment will be made based on 95% of monthly estimates with final payment upon completion and acceptance of work. No bid may be withdrawn for 60 days after scheduled closing. The owner reserves the right to reject any or all bids and to waive informalities. Failure to attend the mandatory pre-bid conference disqualifies a company from bidding.
