The City of Douglas is requesting qualifications and proposals from engineering firms to provide pre- and post-award services for a Community Development Block Grant Disaster Recovery (CDBG-DR) Project. Responsibilities include, but are not limited to: preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Engineering contracts must also cover obtaining and maintaining all Build America Buy America (BABA) documentation (especially manufacturer certifications) during construction, which will be transferred to the grant recipient. The engineer must certify this action at project completion. The City is seeking improvements in public infrastructure such as water, sewer, street paving, and/or drainage, and may apply for funding through the Georgia Department of Community Affairs. Selection is based on qualifications related to community and economic development needs and is subject to Federal and State contract provisions. Selection may allow the firm to provide engineering services for future projects for a limited time, contingent on grant funding. Proposals must follow submission instructions exactly, including mailing requirements and deadline.
