Coffee County is requesting qualifications and proposals for selection of an engineering firm to provide pre- and post-award services for community and economic development projects. Services include, but are not limited to, preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Projects will focus on public infrastructure improvements such as water, sewer, street paving, and drainage, with potential applications for federal and/or state funding from programs such as the Community Development Block Grant (CDBG), CDBG-DR, EIP, RDF, and ITAD through the Georgia Department of Community Affairs. Firms must submit qualifications detailing years in business, history, resource capability, knowledge of the community, titles and addresses of officers, areas of legal qualification, insurance coverage, relevant experience with similar grant programs, timelines for deliverables, key personnel, references, and Section 3 Business Concern status. A complete cost estimate for engineering services from start to final close-out must be included, covering items such as cost estimates, design, surveying, bid documents, bid analysis, contractor management, inspections, change orders, payment processing, and required documentation. Proposals must be submitted to the specified address by the deadline. All contracts are subject to federal and state provisions, and Section 3 Business Concerns are encouraged to apply.
