Sealed bids are requested for the construction of the Nature Park and Soccer Field Complex. Bids must be marked with the project name and the date and time of the bid opening. Each bidder must include their Certificate of Responsibility and Mississippi License number on the outside of the sealed envelope. Electronic bids must include a Certificate of Responsibility as an attachment. Bids received after the deadline will not be accepted. Contract time is 375 consecutive calendar days. The contract will be awarded to the lowest qualified bidder based on the Base Bid. If requested, bidders must submit five projects of similar scope and size for evaluation. All bidders must be qualified under Mississippi Law with a current Certificate of Responsibility from the Mississippi Board of Public Contractors, showing classification for the type of construction work to be bid. Each bid must include either a Certified Check on a solvent bank or a Bidder's Bond from a licensed Surety Company, amounting to five percent of the bid, payable to the City of Byram as bid security. The successful bidder must provide both a Performance Bond and a Payment Bond, each for 100 percent of the contract, from a licensed Surety Company. Bidders may be asked to submit a current financial statement, and attorneys-in-fact who sign Payment Bonds must provide a certified and effective dated copy of their Power of Attorney with each bond. Bids must remain valid for 60 calendar days after the bid opening. The City may reject any or all bids and may waive informalities or irregularities.
