The Town of Henderson, New York is initiating a transformative and highly strategic effort to shape the future of its Lake Ontario waterfront through the development of a Local Waterfront Revitalization Program (LWRP). This is not a routine planning exercise. It is a rare opportunity to define, with precision and ambition, how one of the North Country's most valuable natural assets will evolve to support community vitality, environmental stewardship, and long-term resilience. The selected Contractor will play a central role in this effort, working in close partnership with the Town to clearly delineate the Waterfront Revitalization Area, establish a rigorous understanding of existing natural, cultural, and economic conditions, and translate extensive public input into a coherent and implementable vision. This includes identifying both the opportunities and constraints shaping the waterfront today, evaluating the Town's existing regulatory framework, and preparing targeted updates to local laws that will enable desired land and water uses, unlock priority redevelopment sites, and ensure consistency between policy and implementation. The Town of Henderson is soliciting proposals from consultants for technical and professional services to assist in developing a Local Waterfront Revitalization Program (LWRP). Preference will be given to consultants with significant experience in developing LWRPs in communities similar to the Town. The selected Contractor will work with the Town to delineate the waterfront revitalization areas, identify and assess existing natural and cultural resources, engage with the public regarding issues facing the waterfront, examine current local laws and regulations, and assist in drafting any new or amended local laws necessary to support the implementation of land and water uses and projects identified in the LWRP. The LWRP aims to provide for a sustainable and resilient waterfront community, protect critical natural resources, respond to climate change, advance community revitalization, expand public access, and incorporate smart growth principles.
