The Town of Meadow Bridge, located in Fayette County, West Virginia, is seeking to obtain legal services in connection with its Water System Improvements project. Professional services will be required to provide advice, counsel, and approval of contracts; review and approval of bid documents and funding agency requirements; preparation and submission of required information to the West Virginia Public Service Commission (if needed); assistance with easements, rights-of-way, deeds, and title searches; and any other legal services as requested by the Town pertaining to the project. Procurement of these services shall be conducted in accordance with the Town's written procurement procedures, applicable West Virginia law, and the federal procurement standards set forth at 2 CFR Part 200, including 200.318 through 200.327, as applicable. Contracts are to be awarded on an hourly rate with a ceiling amount. All attorneys interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, and related prior experience. Technical qualifications and experience will be weighed heavily. Please submit five (5) copies of all requested information prior to the specified deadline. Please also forward a copy via email to the provided address. It is the responsibility of the respondent to ensure receipt of the proposal by the specified date and time. All work will be performed in accordance with applicable federal, state, and local requirements. If HUD funding is utilized, the selected firm may be required to comply with Section 3 of the Housing and Urban Development Act of 1968 and its implementing regulations. The Town of Meadow Bridge will afford full opportunity for all businesses, including minority-owned, women-owned, small, and veteran-owned firms, to submit proposals and will not discriminate in the contract award process on the basis of any protected status. This contract will be awarded to the responsible offeror whose proposal is determined to be the most advantageous, with price and other factors considered.
