The purpose is to obtain professional engineering, inspection support, and technical services to support the Washington Suburban Sanitary Commission’s (WSSC) Prestressed Concrete Cylinder Pipe (PCCP) Management Program. Services will be performed as-needed to support condition assessment, inspection, evaluation, rehabilitation planning, emergency response, and long-term management of WSSC’s PCCP transmission infrastructure. The Consultant will provide planning, coordination, engineering, inspection support, analysis, and specialty services necessary to evaluate the condition and performance of PCCP and other large-diameter water transmission assets. Services may include, but are not limited to, inspection support, laboratory and forensic investigations, geotechnical services, finite element analysis, permitting, community outreach, and transmission system design. The selected Consultant shall coordinate all applicable work activities with WSSC, the inspection and monitoring Consultant, Subconsultants, and other WSSC Contractors, as required. Specific services may include laboratory accreditation, geotechnical investigation, soil laboratory testing, PCCP laboratory and materials testing, inspection support services, forensics investigation, project management, condition assessment, permit acquisition, finite element analysis, emergency response services, transmission system design, and program development, among others. Specialty work is defined as any work needed outside of the specified scope and will be billed on a time and materials basis upon request and approval by WSSC’s Project Manager. Specialty work may include special studies, leak detection, wall thickness testing, and electromagnetic inspection of PCCP water mains. The Consultant shall submit cost and price breakdowns for such work and ensure compliance with specific requirements for personnel, safety, data management, and technical approach. Proposals must be concise yet comprehensive, follow required organizational structure, and be submitted via the designated eProcurement Portal according to the specified instructions.
