San Juan County is requesting bids for the rehabilitation of the San Juan County Historic Courthouse located at 350 Court Street in Friday Harbor, WA. The work includes voluntary seismic strengthening of the courthouse, such as installation of cold-formed steel shear walls, concrete foundations and rock anchors, steel collectors and floor-to-wall ties, carbon fiber reinforced polymer (FRP) wrap of the concrete columns, FRP strengthening of the concrete slabs, supplemental gravity system steel columns, new anchors at the existing parapet braces, and strengthening canopies over the covered porches. Associated work includes removal and replacement of finishes as needed to accommodate structural elements, installation of new finishes to match adjacent historic finishes, reinstallation of historic wood trim, targeted roofing repairs, targeted brick repair and repointing, relocation of mechanical, electrical, and plumbing, and storing and protecting furniture and contents of the courthouse offices throughout the work. Roofing assembly replacement at the east and south entrance canopies is also to be completed to accommodate the seismic retrofit. Alternate work activities, to be performed at the discretion of the owner, include repointing of the entire exterior facades, removal and replacement of window exterior perimeter sealant, moving furniture, storage, files and personal items from the courthouse to a temporary office space, and building and installing new casework in the courtroom. Bid proposals must be submitted in sealed envelopes clearly marked with the name of the bidder, project name, and project number. Electronic transmission of bid packages is not permitted. Bidders should account for possible delivery delays to the island. Sealed bids must be received by San Juan County at the designated location prior to the specified deadline. Late bids will not be accepted. Free access to project bid documents is provided online, and bidders are recommended to register to receive notifications of future addenda and updates.
