San Juan County is seeking a contractor for the installation of storm culvert pipe at approx. milepost 4.4 of County Road No. 001 (Bailer Hill Road), on San Juan Island, WA. Work includes removal of structures and obstructions, clearing, grading, roadway excavation, installation of 120 linear feet of County-furnished 24" corrugated HDPE culvert pipe, back filling, compacting, asphalt paving, and other work, all to be performed in accordance with the Contract Plans and Provisions and the Washington State Department of Transportation (WSDOT) Standard Specifications for Road, Bridge, and Municipal Construction, 2026 edition (WSDOT Standard Specifications) and the attached special provisions. Time to Completion: Five (5) consecutive working days; physical completion of work must take place no later than October 15, 2025. Contractor Requirements: The successful bidder must meet all the mandatory bidder responsibility criteria set forth in RCW 39.04.350 and will be required to carry and maintain a minimum of $1 million in general commercial and automobile liability insurance throughout the period of the contract, and to furnish certificate(s) of insurance naming San Juan County as additional insured, in accordance with County policy. Taxes: This municipal road maintenance contract is subject to WAC 458-20-171 (Rule 171) for tax purposes. Bidders shall include for compensation the amount of all Contractor-paid taxes, including retail sales or use tax on all materials, equipment and supplies used or consumed in the performance of the contract work, in the various unit bid prices or other contract amounts (1-07.2(1) June 27, 2011 APWA GSP).
