Site work and paving for a civil project in Friday Harbor, Washington. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.

"Only those contractors who are listed on the MRSC Small Works Roster for San Juan County are Illegible to bid on this project." San Juan County is seeking a contractor for the installation of storm culvert pipe at approx. milepost 4.4 of County Road No. 001 (Bailer Hill Road), on San Juan Island, WA. Work includes removal of structures and obstructions, clearing, grading, roadway excavation, installation of 120 linear feet of County-furnished 24" corrugated HDPE culvert pipe, back filling, compacting, asphalt paving, and other work, all to be performed in accordance with the Contract Plans and Provisions and the Washington State Department of Transportation (WSDOT) Standard Specifications for Road, Bridge, and Municipal Construction, 2026 edition (WSDOT Standard Specifications) and the attached special provisions. Time to Completion: Five (5) consecutive working days; physical completion of work must take place no later than October 15, 2025. Bid Information: This bid invitation is being distributed to potential bidderslisted on the MRSC small works roster for San Juan County in the small works subcategories of "Roads: General" and/or "Stormwater: Culverts." Qualified bidders must be contractors registered with MRSC Small Works Rosters for San Juan County, in the appropriate service category/categories, by the time of bid submission. San Juan County is not requiring a proposal guarantee / bid bond for this Small Works Roster bid process. Amendments (Addenda): Any Amendments and/or Addenda to the bid documents will be emailed to all contractors on the roster receiving this bid solicitation, as well as posted on the web page linked above. Bidder Questions: Oral explanations, interpretations, or instructions given by anyone before the award of a contract will not be binding on San Juan County. Any information given to a prospective bidder concerning any of the bid documents will be furnished to all prospective bidders as an Addendum, if that information is deemed by the County to be necessary in submitting bids or if the County concludes that the lack of the information would be prejudicial to other prospective bidders. Any Amendments and/or Addenda to the bid documents will be emailed to all contractors on the roster receiving this bid solicitation, as well as posted on the web page linked above. Rejection of Bids: San Juan County reserves the right to accept or reject any or all bids in the best interest of the County. Bids will be subject to review and compliance with specifications. Bid Results: Bid results will be posted on the Public Works Department's web page linked above, within 2 business days after the bid due date. Permits: San Juan County is responsible for obtaining the necessary permits for this project before the commencement of work, and any relevant provisions for the bidder have been included in the contract provisions and plans. Contractor Requirements: The successful bidder must meet all the mandatory bidder responsibility criteria set forth in RCW 39.04.350 and will be required to carry and maintain a minimum of $1 million in general commercial and automobile liability insurance throughout the period of the contract, and to furnish certificate(s) of insurance naming San Juan County as additional insured, in accordance with County policy. Taxes: This municipal road maintenance contract is subject to WAC 458-20-171 (Rule 171) for tax purposes. Bidders shall include for compensation the amount of all Contractor-paid taxes, including retail sales or use tax on all materials, equipment and supplies used or consumed in the performance of the contract work, in the various unit bid prices or other contract amounts (1-07.2(1) June 27, 2011 APWA GSP). The contractor shall not collect retail sales tax upon the full contract price. Contract Bond (Payment and Performance Bond): The successful bidder shall provide executed payment and performance bond(s) for the full contract amount, or retainage of ten percent of the contract amount in lieu of bond, if applicable, in accordance with RCW 39.08.010. San Juan County, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
