Site work and renovation of a civil project in Friday Harbor, Washington. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Construction of several new improvements at the wastewater treatment plant (WWTP) within the existing active facility. New components include: _ New SBR Basin #3 and associated equipment _ Upgrade of existing SBR Basins #1 and #2 equipment; _ Improvements to the existing Blower Building; _ New Secondary Effluent Flow Control Structure just upstream of the Effluent Filter; _ Improvements to the UV Disinfection Area, including a new UV Area Shelter; _ 2W and 3W System improvements; _ Improvements to the existing Digester; _ Biosolids handling improvements; _ Miscellaneous system piping and vaults; _ Various site improvements. Bids are requested for the following Contract: Town of Friday Harbor WWTP Improvements. Owner anticipates that the Project's total bid price (including Base Bid, all Unit Quantity Items, and all Extra Work Items) will be approximately $16,000,000 to $18,000,000. Additive Bid Alternates will be added to the Project following the order of priority established in the Instructions to Bidders, Paragraph 18.05.C, until the project budget, which will be announced to all bidders after receiving all Bids but prior to opening them, is exceeded. The Project has an expected duration of 583 calendar days from the date when the Contract Times commence to run to the date the Work is completed and ready for final payment. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. It is anticipated that this project will be funded in part by the Washington State Department of Ecology and in part by USDA Rural Development CFDA Number - 10.760. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. American Iron and Steel: Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The Town of Friday Harbor reserves the right to accept or reject any or all proposals and to waive informalities or irregularities.
