As of August 21, 2025, this Project was canceled prior to bid opening and never proceeded to construction. San Juan County has issued an invitation to bid to Small Works Roster contractors in the Cured-in-Place Pipe category for the rehabilitation of four (4) existing corrugated metal roadway cross culverts. Three of the culverts are 18-inch diameter pipes located on Orcas Island, and the fourth is a 60-inch diameter pipe located on San Juan Island. This will be a public works contract to furnish and install Glass Reinforced thermosetting Plastic (GRP) cured-in-place pipe (CIPP) liners using ultraviolet (UV) cure methods. Description of Work: San Juan County is seeking a contractor for cured-in-place pipe (CIPP) liners for rehabilitation of four (4) existing corrugated metal roadway cross culverts. Three of the culverts are 18- inch diameter pipes located on Orcas Island, along a half-mile stretch of Olga Road between Lindsay Way and Rosario Road. The fourth culvert is a 60-inch diameter pipe located on San Juan Island, along Yacht Haven Road approximately 1/4 mile west of West Valley Road. All work shall be performed in accordance with the Contract Plans, Contract Provisions, and the Washington State Department of Transportation WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, 2024 edition (WSDOT Standard Specifications). All work necessary to furnish and install Glass Reinforced thermosetting Plastic (GRP) cured-in-place pipe (CIPP) liners using ultraviolet (UV) cure methods. The work includes mobilization, traffic control, video pipe inspections, pipe cleaning, grouting pipe voids, and other work in accordance with the plans and specifications. Estimated Total Cost: $250,000 Contract Time: All work shall be completed within 60 calendar days of contract award and execution. Amendments (Addenda): Any Amendments and/or Addenda to the bid documents will be posted on the County website page linked above. Only bidders who have notified Public Works that they are interested in supplying a quote will be notified regarding such Amendments and/or Addenda, using the contact information provided by the bidder. Bidder Questions: Oral explanations, interpretations, or instructions given by anyone before the award of a contract will not be binding on San Juan County. Any information given to a prospective bidder concerning any of the bid documents will be furnished to all prospective bidders as an Addendum, if that information is deemed by the County to be necessary in submitting bids or if the County concludes that the lack of the information would be prejudicial to other prospective bidders. Rejection of Bids: San Juan County reserves the right to accept or reject any or all bids in the best interest of the County. Bids will be subject to review and compliance with specifications. Permits: The County will be obtaining an expedited Hydraulic Project Approval (HPA) from the Washington Department of Fish and Wildlife. Contractor Requirements: The successful bidder must meet all the mandatory bidder responsibility criteria set forth in RCW 39.04.350 and will be required to carry and maintain a minimum of $1 million in general commercial and automobile liability insurance throughout the period of the contract, and to furnish certificate(s) of insurance naming San Juan County as additional insured, in accordance with County policy. Prevailing Wages: This project is funded with local County funds; Washington State wage laws and rules apply. In preparing a bid, contractors must use the prevailing wage rates in effect for San Juan County on the date bids are due, which may be obtained from the WA State Department of Labor & Industries (WA L&I) website. Taxes: This municipal road construction contract is subject to WAC 458-20-171 (Rule 171) for tax purposes. Bidders shall include for compensation the amount of all Contractor-paid taxes, including retail sales or use tax on all materials, equipment and supplies used or consumed in the performance of the contract work, in the various unit bid prices or other contract amounts (1-07.2(1) APWA GSP June 27, 2011). The Contractor shall not collect retail sales tax upon the full contract price. Contract Bond (Payment and Performance Bond): Each successful bidder shall provide an executed contract bond for the full contract amount, in accordance with RCW 39.08.010.
