On behalf of Philadelphia Gas Works, the City of Philadelphia Department of Sanitation, and the City of Philadelphia Department of Aviation, information is being solicited regarding options for developing and operating potential organic waste diversion projects. Entities with proven experience designing, developing, and/or operating systems to divert and process organic wastes for productive, emission-reducing purposes are invited to respond. Input is sought on potential biochemical and thermochemical waste conversion processes, end-use energy products and associated energy credits, commercial structures and financing models, and market information, interest, and general project viability. The objectives include diverting organic waste streams to mitigate environmental impacts and create economic value, evaluating alternative technologies for separating organic waste feedstocks, identifying and assessing biochemical and thermochemical conversion processes, evaluating technologies for resource recovery targeting organic waste streams, assessing potential derived products, end-uses and target markets to reduce emissions and produce economic value, and evaluating commercial structure options and roles for cost-effectiveness, efficiency, leveraging skills and assets, and risk mitigation. By submitting a response, respondents acknowledge public disclosure laws apply and that submissions are not confidential and may become the property of Philadelphia Gas Works, potentially used to develop strategies or further solicitations.
