The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 22, 2026, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase I engineering services are required to perform all work associated with the preparation of preliminary engineering and environmental studies (anticipated to be Categorical Exclusion/Project Reports) for the rehabilitation or reconstruction of several bridges which may include or be similar to the bridges listed below. Phase I may include preparing complete bridge inspections and reports, data collection, preparation of base maps and mosaics, ground survey, crash analysis, traffic studies, traffic maintenance analysis, drainage studies, cost estimates and all other work necessary to complete Phase I. The following structures are included in this project: o S.N. 016-0540: Willow Springs Road over Des Plaines River o S.N. 016-2646: Willow Springs Road over I&M Canal The Prime firm must be prequalified in the following categories to be considered for this project: Location Design Studies (Reconstruction/Major Rehabilitation) Structures (Highway: Typical) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
