The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 28, 2026, at 10:00 AM at the Region Two/District Two Office in Dixon. Phase I and II engineering services are required for the roadway reconstruction of IL 84 from the Mississippi Palisades State Park main entrance to approximately 0.2 Mi. N. of US 52 (W). This project was previously advertised as part of a larger project on PTB 158, and a significant amount of the work was completed; however, due to budget constraints and other district priorities, the project was placed on hold. Due to these reasons, the project will require a re-evaluation of the Phase I Report, anticipated to be a Federal Categorical Exclusion, preparation of contract plans, Type, Size and Location (TSL), retaining wall design, Bluff stability, Structural Geotechnical Reports (SGR), hydraulic analyses, geometric modifications, coordination with the railroad, local agencies, 4F coordination with Palisades State Park and potential structures, Wetland Impact Evaluation, PESA Response, T&E Impact Evaluations, Traffic Management Assessment (TMA), substantial boring/drilling effort, public involvement activities, accommodate for bicycle and pedestrian facilities, identifying utility conflicts and any other activities related to Phase I and II. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Location Design Studies (Reconstruction/Major Rehabilitation) Structures (Highway: Advanced Typical) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The method of contractor selection has not been determined at this time.
