Professional environmental services are required to perform stormwater sampling, monitoring, and associated regulatory reporting in accordance with applicable state and federal industrial stormwater permits. The work includes providing all technical support, labor, equipment, and expertise necessary to implement comprehensive analytical stormwater sampling programs at multiple facilities operated by the 99th Readiness Division. Services include permit-required monitoring, verification of regulated and representative outfalls, evaluation of drainage areas, and confirmation of "worst-case" outfalls where representative sampling is allowable. The contractor shall conduct sampling and monitoring activities in compliance with permits issued by the Maryland Department of the Environment, the U.S. Environmental Protection Agency Multi-Sector General Permit, the New York State Department of Environmental Conservation Multi-Sector General Permit, and the Pennsylvania Department of Environmental Protection PAG-03 General Permit. Work also includes preparation and submittal of all required analytical results and reports to the appropriate regulatory agencies. The contractor must coordinate with Regional Environmental Protection Specialists and operate in accordance with the Performance Work Statement to ensure continued regulatory compliance for facilities that lack in-house subject matter expertise.
