The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on July 21, 2026, at 9:00 AM at the Bureau of Bridges & Structures Office in Springfield. Phase III engineering services are required to provide Routine, Nonredundant Steel Tension Member, Underwater (non-diving), Element Level and Special Inspections of bridges maintained by Non-IDOT bridge owners in District 9. The bridges to be inspected in this contract are County, Township/Road District, and Municipal structures that were previously inspected by the sixteen (16) County Highway Departments within District 9. Under exceptional circumstances, the Consultant may be assigned inspection duties in other IDOT districts as needed. All inspections must be completed in accordance with the National Bridge Inspection Standards (NBIS) and IDOT Bridge Inspection Policy. The scope of work for this contract also includes other Agency Designated Program Manager duties associated with the NBIS, annual Load Posting & Closure Reviews, and Load Rating Inspections. Limited projects will include Damage Inspections and Load Ratings. The Consultant may be required to provide appropriate bridge inspection access equipment to complete some inspections. The Consultant may also be required to provide the appropriate traffic control for some inspections. The various bridge owners will furnish the Bridge File contents to the Consultant. Projects to be handled by the selected Consultant vary greatly in size and complexity, as well as timing. The method of Contractor Selection has not been Determined at this time.
