The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on August 5, 2026, at 10:30 AM at the Region Two/District Two Office in Dixon. Phase I/II engineering services are required for various projects in District Two, with an emphasis on providing assistance for Hydraulic Reports and permit related tasks. The Consultant's staff will support IDOT staff with reviews of in-house and Consultant lead hydraulic projects. The Consultant's staff may provide project management assistance, technical support, data review, and perform field checks to ensure project deadlines are met. Coordination with District Two, Central Office and outside agency staff may be necessary, so having good communication skills will be essential. In addition, performing general engineering services may also be required, which includes conducting route surveys, land surveys, hydraulic surveys, geometric studies, and preparing Project Reports (Categorical Exclusion projects only). This work may include data collection, development of alignment alternatives, cost estimates, ADA, traffic management analysis, crash analyses, Type, Size and Location (TS&L) drawings, structure plans, and other related work and exhibits necessary to produce the Project Report. The Prime firm must be prequalified in the following categories to be considered for this project: Highways (Roads and Streets) Hydraulic Reports (Waterways: Complex) Location Design Studies (Rehabilitation) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
