The Contractor shall furnish all labor, equipment, supplies, and supervision of labors necessary to complete the resurfacing/road diet of approximately 0.63 miles of Oberlin Rd. from Middle Ave south to the City corporation limits. Construction shall include the following activities: Oberlin Rd. asphalt pavement surface shall be removed and replaced with new pavement markings, converting the existing 4 lane road into a new 3 lane road with a two-way left turn lane (TWLTL) in the middle and bike lane along the curb line. West Ave. intersection will be realigned/reconstructed with new concrete curbs, new ADA compliant curb ramps, new concrete sidewalks, new traffic pavement markings and signage, removal of traffic control signal, and other incidental items included in the project plans and specifications. All bidders shall be ODOT pre-qualified. All bidders shall submit bid security with their bid in accordance with ORC 153.54 as detailed in the instructions to bidders. Bidders shall request an electronic copy (.pdf) of the bid package and will be added to the plan holders list to receive any addenda. The bid must be accompanied by a bid guaranty meeting all requirements of Section 153.54 of the ORC and the instructions to bidders. At least 7% participation of Small Business Enterprises (SBE) must be utilized in the project. The contractor and any subcontractor must comply with the prevailing wage rate requirements on public improvements as determined by the Secretary of Labor in accordance with Federal-Aid requirements. All work shall be carried out in compliance with all federal, state, and local laws, rules and regulations that apply to the work. The Bidder (Prime Contractor) shall be certified by State of Ohio, Department of Transportation for similar Highway Construction Projects, and a copy of Certificate of Qualification should be attached with the sealed Bid. All bidders must comply with the provisions of Chapter 167 of the Elyria Codified Ordinances as amended and must be pre-certified or submit an acceptable Affirmative Action Plan with the bid submission. Each bidder must complete and sign the Elyria Equal Employment Opportunity Clause included with the specifications. No Bid will be considered unless it is made on the blanks furnished by the City. Each Bid must contain the full name of the party or parties submitting the Bid and all persons interested therein. The City reserves the right to waive any technicalities or informalities, to reject any or all bids received, and to accept any bid with any combination of alternates which is deemed most favorable to the City of Elyria, Ohio at the time and under the conditions stipulated in the project documents. All questions about the true meaning or intent of the bidding documents are to be directed to the Engineer in writing.
