The project consists of stormwater improvements and associated restoration, specifically for the installation and/or replacement of approximately nine hundred (900) linear feet of stormwater conveyance pipe and associated stormwater catch basins near the Village of Lockport in Oliver Township, Mifflin County. Instructions to bidders: Bidders must purchase Contract Documents and Plans, either as a hard copy or electronic set, from The EADS Group, Inc. to be eligible to bid. Each bid must be accompanied by a certified check or bank draft payable to the "County of Mifflin" or a satisfactory Bid Bond executed by the Bidder and an acceptable surety for ten percent (10%) of the total bid. A fully completed Non-Collusion Affidavit must be included. Bidders must comply with Equal Employment requirements including a 6.9% goal for female and a 1% goal for minority participation in the aggregate on-site construction workforce for contracts over $10,000. Documentary evidence of contact and commitments to minority, women business enterprises, and Section 3 business concerns must be submitted. Adherence to the Buy America, Build America Act is required, and bidders must submit the included certification. The contractor should strive to meet MBE and WBE goals of 5% and 3%, respectively, for contracts of $25,000 or more. Projects with HUD or CDBG funding over $200,000 require attempts to meet numeric goals for Section 3 workers. The Mifflin County Commissioners reserve the right to hold bids up to 60 days, reject any or all bids, waive irregularities, or negotiate contract amounts.
