Proposals for these services will only be accepted electronically via the Quest CDN website. Proposers must register with Quest CDN, download the bid documents, and create an On-Line Bid ID code to be considered a plan-holder. Plan-holders must complete registration and download the proposal documents in digital form at no charge, but there is a $15.00 fee to submit a bid. All proposals must be submitted through the online electronic bid service on QuestCDN.com. A pre-proposal meeting will be held at the project site and online. Site visits are required before submitting a proposal. Proposers not attending the pre-proposal meeting in person must schedule a site visit separately. Proposals may not be withdrawn for sixty days after submission, and SD1 reserves the right to reject any proposals or waive informality.
