Dade County is seeking qualifications from architectural and engineering firms to provide services that may include concept report preparation and validation, drainage analysis, roadway design, utility coordination, surveys and mapping, preliminary construction plans, final right-of-way plans (including staking), erosion control plans, permit assistance, and final construction plans. Services may also encompass architectural design for public facilities such as water and wastewater structures, pump stations, administrative buildings, and other County-owned facilities. Typical projects could involve the development of construction scope, preparation of concept, preliminary, and final design documents, environmental documentation, utility coordination and relocation plans, right-of-way documents, specifications and bid documents, and contract administration. Relevant project categories include roadway and transportation improvements, drainage and stormwater management, water and wastewater infrastructure, site development for public facilities, and water and wastewater facilities and structures. Instructions to bidders require submission of an original and four copies of their proposal, which must include: a cover, table of contents, firm qualifications (firm history, experience, references, key personnel resumes), scope and methodology (methodology, scope and level of service, organizational chart), ability to complete the project (current workload, financial strength documentation, project completion history, litigation history), budget and fees (rate schedule, cost approach), and proof of authorization to do business in Georgia with all necessary licenses. Additional relevant information can be included in an appendix, limited to ten pages. Proposals must be submitted in a sealed envelope labeled appropriately and delivered to the specified address by the given deadline. All qualifications must comply with specified terms, and must not be the result of collusion or fraud. The County reserves various rights, including to request clarifications, reject submissions, or call for new qualifications. Selection is based on set evaluation criteria covering design experience, project experience, technical approach, capacity, and cost management.
