The Hartford Line rail program phase 3B double-track project is spread out across three track sections along the Hartford Line, which spans from New Haven, Connecticut to Springfield, Massachusetts. The purpose is to increase the frequency and speed of passenger rail service along the Hartford Line rail corridor and to address the current and future intercity transportation needs of Connecticut, Central Massachusetts, Boston, and Vermont. Amtrak will be hiring the contractor and providing their own CE&I services. The consultant selected from this solicitation will provide oversite to Amtrak's personnel. This project will be for the West Hartford segment of rail. This contract is scheduled to be advertised on May 25, 2026, with a scope of "N" $ 60,000,000 - $ 89,999,999 The CTDOT, in its sole discretion, reserves the right to cancel this solicitation and terminate the process to retain consultant services, and is under no obligation to contract for the services specified herein. The CTDOT reserves the right to add other assignments of a similar nature to this selection process should the need arise prior to the interview phase.
