The project titled 'Buskirk-Chumley Theater HVAC Install' includes the installation of a new heating, ventilation, and air conditioning (HVAC) system and associated electrical infrastructure upgrades at the historic Buskirk-Chumley Theater in Bloomington, Indiana. The work aims to improve occupant comfort, enhance energy efficiency, and support modern operational needs, while preserving the building's historic integrity. All work must follow approved design plans, meet City of Bloomington requirements, and be completed within the established timeline and budget. This project is subject to Build America, Buy America (BABA) procurement requirements. All equipment and materials such as conduit, wire, steel, iron, and similar components must be approved by the Indiana Office of Energy Development (IOED) for BABA compliance. Bidders must propose to install only chillers pre-approved for BABA compliance by IOED and provide current manufacturer certification for all other equipment and materials, demonstrating BABA compliance. Certifications must be on manufacturer letterhead and include project name, date, address, model numbers, item naming conventions or SKU, material classification under 2 CFR Part 184, an affirmative BABA compliance statement, and an authorized signature. No materials or equipment may be installed before receiving BABA certification approval from IOED. The selected contractor must submit all BABA certifications for applicable materials within sixty days of contract award for City and IOED approval.
