The project involves paving River Rd from the Sunderland Town line to the Village Town line in the Town of Manchester, Vermont. The contractor will furnish and apply bituminous concrete asphalt in place. All equipment, mix, signage, and materials must conform to the current State of Vermont, Agency of Transportation specifications, the MUTCD, and the specifications listed. Asphalt mix may include up to 15% recycled asphalt (RAP), and certification of the mix must be provided. The Town is responsible for preparatory work, while the contractor is responsible for all traffic control, MUTCD warning signs, and application of a tack coat. Two certified traffic controllers are required, and two rollers (one with rubber tires) must meet state specifications. Sealed bids must be submitted using the attached bid sheet by the specified deadline via postal service, email, or hand delivery. The contractor must provide evidence of appropriate insurance and a completed IRS W-9 form within two business days of notification of intent to award. A Performance Bond, Certified Check, or Letter of Credit for at least 50% of the estimated bid amount is required prior to construction. The contractor must submit a final invoice with total tonnage and original weigh tickets within 30 days of completion. The contractor must warranty all materials and workmanship for one year and comply with all MUTCD, OSHA, and VOSHA requirements.
