Site work and paving for a road / highway in Manchester Center, Vermont. Completed plans call for paving for a road / highway; and for site work for a road / highway.
The Town of Manchester is seeking bids to pave River Rd from the Sunderland Town line to the Village Town line in the Town of Manchester, Vermont. The contractor shall furnish and apply bituminous concrete asphalt in place; equipment, mix, signage, and all other materials and workmanship must conform to current State of Vermont, Agency of Transportation specifications, the MUTCD, and specifications listed in the bid package. The contractor is responsible for all traffic control, MUTCD warning signs, and the application of a tack coat prior to paving and must provide two certified traffic controllers. Asphalt mix may include up to 15% recycled asphalt, and the contractor must provide certification of the mix. The town will handle preparatory work and may hire an independent tester to evaluate the mix. Two rollers are required, with the breakdown roller having rubber tires. Materials and workmanship must be warranted for one year from completion. Contractors must comply with all MUTCD, OSHA, VOSHA, and generally accepted safety standards. All millings may be deposited by the contractor at the DPW Garage on Town Shed Road. Instructions to bidders: Sealed bids using the attached bid sheet must be returned before 12:00 noon on Friday, June 5, 2026, by US Postal Service (or other delivery service), e-mail, or hand delivery. Contractors must provide evidence of Workers Compensation and liability insurance, naming the Town as additionally insured, and a completed IRS W-9 form within two business days of notification of intent to award. Before construction begins, a Performance Bond, Certified Check, or Letter of Credit for at least 50% of the estimated bid amount must be provided. The contractor must invoice within 30 days of completion with all required paperwork, and provide proof of payment to all subcontractors and suppliers. All work must be completed before October 15, 2026, with possible penalties for delays. Work outside specified hours or days requires written permission from the Director of Public Works. The Town reserves all rights to accept or reject any bids and to waive informalities as needed.
