The services required consist of professional consulting services for Green Building Pathway Studies at eight City of Winnipeg buildings. The consultant shall conduct Green Building Pathway Studies in accordance with the Green Municipal Fund Community Building Retrofit initiative and the Green Buildings Pathway Guidance Document, meeting best practice energy targets respective of climate zones. The studies should include a plan for partial fossil fuel switch within 10 years targeting 50 percent GHG reduction, potable water consumption reduction by more than 20 percent, and an equity assessment addressing the effects of the project on equity-deserving groups. The project includes six milestones: Project Initiation & Data Gathering, Site Investigation (Energy Assessment) and Calibrated Modelling, Design Workshop & Measure-Level Analysis, GHG Reduction Pathway Scenarios and Package Analysis, Decision-Making Workshop, and Final Report. Consultants must conduct at least one site investigation at each building and provide a detailed audit report draft for review. The studies should use ASHRAE 14 standards for modelling, include an infrared thermographic survey, and refer to ZCB-Design v3 Energy Modelling Guidelines. The consultant is expected to analyze specific measures, including full facility fuel switch, renewable electricity generation, and improved alternatives for equipment replacement. They must also prepare technical and financial analyses of GHG reduction pathways, perform life cycle cost analysis, and facilitate a decision-making workshop. The final deliverables include a comprehensive report with capital plan, summary of findings, site assessments, model calibration, measure descriptions, analyses, and cost estimates. Applicable policies such as the City's Green Building Policy and Universal Design Policy must be adhered to. The available contract funds are $248,000.00 (MRST included, GST extra). The eight (8) City of Winnipeg buildings which are part of the RFP No. 260-2026 include the following sites with applicable addresses: (i) Old St. Boniface Fire Hall No. (1,022m2) 212 Dumoulin Street (ii) Festival Du Voyageur (400m2) 233 Provencher Avenue (iii) St Boniface City Hall (1,717m2) 219 Provencher Avenue (iv) NorWest (NOA) Resource Centre (425m2) 1880 Alexander Avenue (v) St. James-Assiniboia Library (2,262m2) 1910 Portage Avenue (vi) WFPS Station 23 (418m2) 880 Dalhousie Drive (vii) Public Works Yard & Administrative Offices (9,082m2) 1539 Waverly Street (viii) Winnipeg Fire Paramedic Service Academy (7,000m2) 2546 McPhillips Street (f) A final draft copy of the complete detailed audit report is to be submitted for review and feedback to the Contract Administrator and City of Winnipeg team personnel prior to the final deliverable.
