Construction and repair of the Miller-Rice Islands pile dike system, including enhancing and connecting the enrockments of pile dikes PD 23.82 and PD 23.71, and repairing and enhancing PD 24.63. Work includes raising and uniformly enhancing enrockment to connect existing pile dikes, constructing new enrockment offset downstream from existing pile alignments to avoid pile removal, and enabling phased construction as existing structures degrade. The enhanced enrockment crest will be raised from approximately elevation -15 feet NAVD88 to -5 feet NAVD88, with varying slopes and elevations along nearshore and offshore sections, including a rock scour apron at the northern end and a tie-in to existing enrockment at the offshore end. The project also includes construction of eight new hazard marker piles consisting of steel pipe monopiles with navigation hazard signs to designate submerged enrockment locations. Pile placement/removal and rock dumping would occur during the IWW. Debris removal and rock placement below the water surface (i.e., not dumped) would occur September through February. Pile driving work would start no sooner than 30 minutes after sunrise and would stop no later than 30 minutes before sunset.
