This Request for Quotations (the "RFQ") is an invitation by Centre d'excellence en approvisionnement FRANCOachat and its participating agencies (CEA FRANCOachat) to prospective respondents to submit quotations for a Repairs to Concrete Columns at Academie Alexandre-Dumas, 255 Coronation Dr, Scarborough, ON M1E 2J3 as further described in Section A of the RFQ Particulars (Appendix B) (the "Deliverables"). The Centre d'excellence en approvisionnement FRANCOachat (CEA FRANCOachat) is a shared service organization providing procurement services for member school boards in the province of Ontario. The Intent of this RFQ is to obtain quotations from respondents to complete a Repairs to Concrete Columns at Academie Alexandre-Dumas, 255 Coronation Dr, Scarborough, ON M1E 2J3, for a Stipulated Price contract in the form of CCDC 2-2020 with Supplementary Conditions, in accordance with all RFQ Documents and Terms and Conditions outlined herein (the "Agreement"). CEA FRANCOachat recognizes that this solicitation is being released during uncertain times with respect to trade between Canada and the United States. Without limiting any of the other requirements of this RFQ, Respondent's are expected to submit pricing in the bidding system that is inclusive of all custom duties or import tariffs, as may be applicable and actually in effect as at the time of bid submission, relevant to any part of the work or provisions of Deliverables under the Contract, including from any subcontractors or suppliers. Respondents are directed to Supplementary Condition (GC 10.1 - Taxes and Duties) to the CCDC 2 General Conditions which sets out the process for adjustments to Contract payments where a change to custom duties or import tariffs occurs after the closing of bids. The Procurement Restriction Policy The Procurement Restriction Policy is issued under the authority of the Management Board of Cabinet Act, 1990, and the Broader Public Sector Accountability Act, 2010. This Procurement Restriction Policy (the "Policy") was established to restrict public sector buyers from procuring goods and services from U.S. businesses. The Policy was established as part of an Ontario government response to U.S. tariffs on Canadian products and services. If the relevant tariffs are removed, the Policy may be adjusted or rescinded. U.S. Business Definition "U.S. business" means a supplier, manufacturer, or distributor of any business structure (includes a sole proprietorship, partnership, corporation, or other business structure) that: 1. has its headquarters or main office located in the U.S., and 2. has fewer than 250 full-time employees in Canada at the time of the applicable procurement process. If a respondent or vendor is a subsidiary of another corporation, part 1 of the definition above is met if that respondent or vendor is controlled by a corporation that has its headquarters or main office located in the U.S. Please note that a respondent's eligibility must be demonstrated before a quotation may be accepted.
