The Contractor shall furnish, deliver, and ensure operational readiness of one (1) 54-inch backflow preventer for a 54-inch reinforced concrete pipe (RCP) stormwater system to prevent reverse flow and tidal or flood intrusion. The backflow preventer shall be specifically designed for stormwater applications and sized to fit a 54-inch RCP, providing a watertight seal under reverse flow conditions while allowing unrestricted discharge during normal operations. The assembly shall be constructed of durable, corrosion-resistant materials suitable for continuous exposure to stormwater and environmental conditions, and shall be capable of withstanding anticipated hydraulic loads, debris impact, and longterm submergence. This is a federally assisted project and is subject to Federal Labor Standards which include, the DavisBacon Act (payment of prevailing wage rates) and the Copeland Act (anti-kickback of wages & submission of weekly certified payroll reports), as well as other provisions including 24 CFR 85.36 (bonding requirements), and Section 3 & M/WBE. Laborers and mechanics employed by primary contractors and sub-contractors performing construction work on this project shall be paid wages at rates not less than the prevailing rates as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. The prime contractor is responsible for the enforcement of wage compliance and support documentation for the duration of the project and may be held liable for wage restitution.
