Sealed bids are invited for the construction of the Pulaski Park project for the City of Hammond, Lake County, Indiana. The project will include the redevelopment of the existing ice rink and pool area into a skate park and mini pitch soccer fields. The work will involve selective site demolition, drainage improvements, installation of new concrete, earthwork and subgrade base improvements, and fence refurbishment. Additional improvements to be installed through co-op purchase agreements include the skate park, two mini-pitch soccer fields, and a park shelter. The scope of work and the bid must include all general construction, mechanical installation, labor, materials, permits, licenses, insurance, and other items incidental to and required for the construction of the facilities. All Contractors or Sub-Contractors awarded work in excess of $300,000 must be pre-qualified with the Indiana Public Works Certification Board through the Indiana Department of Administration. Bidders must enclose each bid in a sealed envelope bearing the project title, bidder's name and address, and the division of work. All bids must be submitted on the specified bid forms, accompanied by a certified check or acceptable bidder's bond for at least five percent (5%) of the highest aggregate bid amount. Approved performance and payment bonds, executed by an acceptable surety company for 100% of the contract price, will be required upon contract execution and must remain in effect through the contract term and twelve months after substantial completion. Bids must be properly executed, including all information requested in Indiana Form 96 and a financial statement. Each bidder must inspect the project site and thoroughly review all contract documents and specifications. A written plan for an employee drug testing program that meets legal requirements must be submitted. The Owner reserves the right to reject any or all bids, accept any combination, and waive informalities. No conditional or qualified bids will be accepted.
