The contractor shall design and provide a complete, service-oriented water treatment program for all boiler systems, cooling towers, heating water circulating systems, and chilled water systems. The program shall reduce fuel and electrical consumption by improving heat transfer efficiency through the control of scale, corrosion, fouling, and microbiological growth; minimize maintenance and repair costs; and ensure clean heat transfer surfaces when treatment is administered in accordance with contractor recommendations. The contractor shall furnish all required liquid chemicals, testing reagents, and equipment; provide knowledgeable full-time representatives with appropriate technical qualifications; conduct biweekly site visits; deliver chemicals within 24 hours of ordering; and submit written service reports with trend analysis and recommendations. Services include training FAA personnel, efficiency monitoring and quarterly reporting of boiler and chiller performance, corrosion and microbiological testing, laboratory analysis using in-house facilities, on-site microbiological testing with rapid results, troubleshooting support, annual business reviews, and inspection of cooling towers, boilers, and chillers. The contractor shall manage drum handling and disposal, provide safety data sheets and emergency response support, comply with all health, safety, and environmental requirements, and maximize water conservation through optimized cycles of concentration. The chemical treatment program shall meet specified performance criteria for cooling systems, biological control, and closed loop treatment, utilize existing feed and control equipment where practicable, and ensure all recommended chemicals are available on the GSA schedule.
