Site work and paving for a civil project in Birnamwood, Wisconsin. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The project entails the furnishing of all labor and material for the construction of a new lift station, force main, valve building, and absorption ponds to serve the Village of Birnamwood WWTP, sanitary sewer replacement, sanitary sewer lining, manhole rehabilitation. Major components of the Work include: wastewater lift station, force main, air release manholes, valve building, absorption ponds, earthwork, road construction, sanitary sewer replacement, sanitary sewer rehabilitation, and electrical and controls upgrades. Bids shall be on a lump sum as indicated in the Bid Form. Bids shall be on the forms provided for that purpose and per the Contract Documents prepared by CBS Squared Inc. identified as “Sanitary Sewer Rehab and WWTP Improvements”. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. Bidder is required to deliver the original certified check or bid bond within 72 hours of the bid opening to CBS Squared, Inc., ATTN: Kristi Lentz, 770 Technology Way, Suite 1A, Chippewa Falls, WI 54729. The certified check or bid bond will be returned to the bidder in accordance with the Instructions to Bidders. The Village of Birnamwood reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 61 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 61 Days after the date and time set for the opening of bids. Bidders Proof of Responsibility must be submitted in accordance with the Instructions to Bidders. Bidders will be required to provide performance and payment bonds of 100 percent of bid amount. This Contract is expected to be funded in part with funds provided by the Wisconsin Department of Administration, Division of Energy, Housing and Community Resources, Community Development Block Grant-Public Facilities (CDBG-PF) and Wisconsin Department of Natural Resources, Clean Water Fund Program (CWFP). Information on applicable federal requirements is contained in the Project Manual. Use of American Iron & Steel: Projects financed in whole or in part by the Safe Drinking Water Loan Program Clean Water Fund Program are required to use American iron and steel. Bid proposals may be denied if the requirements of this Section are not met. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract in accordance with federal labor standards (Davis-Bacon and Related Acts [DBRA]), Build America, Buy America (BABA) Act domestic procurement, Housing and Community Development Act of 1974 Section 3 (24 CFR 75), Segregated Facility, Section 109 and E.O. 11246. The successful bidder will be required to conform to the wage requirements prescribed by Section 66.0903 of the Wisconsin Statutes pertaining to municipal wage scales and the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. If the requirements of Davis Bacon, the State of Wisconsin and the Contract requirements conflict with regard to wages, the highest of the three shall apply. The Owner encourages DBEs, MBEs, WBEs, and SBRAs to submit Bid proposals. Equal Opportunity and Affirmative Action requirements apply to this Project. Any contract or contracts awarded under this Advertisement for Bids may be funded in part by a grant from the Community Development Block Grant Program. The Village of Birnamwood reserves the right to reject any and all bids, without cause, to waive irregularities and informalities therein and to award the Contract in the best interest of the Village of Birnamwood.
