Work under this contract includes pulverizing existing asphalt surface, grading, base aggregate, asphalt paving, shouldering, guardrail replacement, culvert replacements, and all incidental items necessary to complete the work as shown on the plans and included in the special provisions. All work is located on Franzen Drive in the Town of Franzen and is 1.74 miles in length. This project is funded through the Wisconsin Department of Transportation Agricultural Roads Improvement Program (ARIP). Bids will only be received electronically. Prospective bidders must be on the plan holders list through Quest CDN for bids to be accepted. Bids shall be completed according to the bidding requirements prepared by Corre dated February 12, 2026. No bid shall be considered unless accompanied by the proposal agreement fully executed by the bidder. Proposals shall not be withdrawn for a period of sixty (60) days after the date of opening. The bidder awarded the contract must execute the contract agreement within ten (10) days after the notice of award, begin work no later than five (5) days after written notice to proceed, and complete all work included under the terms of the contract in the allotted time. The Town of Franzen reserves the right to reject any proposals and to waive any informalities therein. Unless the bids are rejected for good cause, award of contract shall be made to the lowest responsible and responsive bidder. Pre-qualification requirements: All bidders must be pre-qualified by the Wisconsin Department of Transportation for the type and amount of work included in the contract or demonstrate qualifications to perform the work. Bidders not pre-qualified with the Wisconsin Department of Transportation are required to complete and submit Attachment B Statement of Qualifications for General Construction and Corporate Experience Record with the bid package. The bidder must be prepared to submit evidence of qualifications to do business in the State of Wisconsin or covenant to obtain such qualifications prior to the award of the contract.
