The Village of Lake in the Hills seeks the services of a qualified firm to develop a diagnostic and feasibility study for Woods Creek Lake. The Feasibility Study must present the most practical approach for sediment and spoils removal, offer the most economically advantageous methods, outline long-term water quality and recreational benefits, and display environmentally sustainable approaches. Required components include a bathymetric survey, sediment survey and characterization, and aquatic resources delineation (to be completed between 4/1 and 10/31). The selected firm must also provide preliminary and final design plans (30%, 60%, and Final/Ready for Bid), which should include, in collaboration with the Village, clearly outlined routes for construction vehicles and disposal methods/locations. An estimate of probable cost for dredging and necessary restoration (for 2027) including construction engineering costs is required. The consultant will be responsible for handling all necessary permitting and associated fees, which includes permits from McHenry-Lake County Soil Water Conservation District, US Army Corps of Engineers, McHenry County Stormwater Management Ordinance, permits to be issued in-house by the Village, IEPA SWPPP, and IDNR-OWR Floodway Permit. Proposers should provide a narrative explaining their approach specific to Lake in the Hills, a detailed project timeline with key dates, references for relevant work, and must adhere to submission and evaluation requirements as outlined by the Village. No cost proposal is associated with this process; the SOQ is the evaluation document.
