Sealed bids are requested for improvements at Anna Drain Park for construction of 6,710 square feet of new sidewalk and associated curbs, asphalt, landscaping, irrigation, stormwater planters, raised planter bed, lighting, and other ancillary requirements. The project also includes construction of a new 945 square foot concrete splash pad with water play structures, control panel, and associated water piping and drainage system; connection of utilities including water, sewer, storm, electrical service, and electrical circuits and conduits; installation of 175 linear feet of new 3-inch water service line with a 3-inch reduced pressure backflow device; installation of approximately 230 linear feet of new 8-inch sewer lateral line; construction of three new storm water catch basins (excluding splash pad area drains) and 20 feet of 12-inch storm drain pipe; furnishing and installing a new metal gazebo, complete with footings, structure, roof, gutters, and associated infrastructure for a completed 36-foot diameter gazebo; construction and/or installation of site furnishings, seating, drinking fountain, benches, trash facilities, and other furnishings as shown on the plans; regrading and importing topsoil to provide drainage to one acre of park lawn area and reseeding after grading, with 620 cubic yards of topsoil to be imported. Bids must be fully completed in accordance with the Instructions to Bidders. Bids require a Bid Security in the amount of not less than 10% of the total bid. Bid Security is subject to forfeiture as fixed and liquidated damages if the bidder fails or refuses to enter into a contract and provide required insurance certificates, bonds, and other documents for performance. Each bidder must submit a First-Tier Subcontractor Disclosure Form, Evidence of Authority to Sign Bid, and Evidence to do Business in the State within two working hours of the time for receipt of the Bid. Contractors and all subcontractors must pay at least the state prevailing rate of wage. No bid will be received or considered unless the bid contains a statement of compliance with the provisions of 40 USC 276a and ORS 279C.840, and a statement as to whether the bidder is a resident bidder. The Owner reserves the right to reject any or all bids, to waive informalities, and to accept bids that are in the best interest of the Owner.
