Project tasks include working with staff to define the purpose, uses, and goals for expansion and closure activities as well as known capital projects. The consultant will develop an Overhead Cost Allocation Model for calculating the full costs of providing each service, allowing for addition or removal of costs, continuous updates, and inclusion of hypothetical service areas for future enhancements. The consultant is to review, analyze, and validate the reasonableness of the current methodology for payments to the General Fund, major capital needs, debt service opportunities, current operating revenues and expenses, fee structure, and reserve fund levels. Work with the Finance Department to develop service provisions, cost categories, and allocation criteria. Draft and present the Overhead Cost Allocation Plan, collect comments, and prepare a final study in both physical and electronic formats. Present findings to the County Commission and provide related documentation. For the tipping fee rate study, review current fee structures, compare landfill operational costs and revenues with similar entities, review prevailing rates, prepare an itemized list of potential cost saving enhancements, utilize the cost allocation model, and prepare both draft and final reports with recommendations and findings, including alternative funding options. Clearly identify any additional warranted tasks in the proposal.
