The proposed project is the installation of a new 8 ft wide asphalt walkway within Chester Carpenter Park. The walkway will replace a portion of the existing walkway and install new walkway around the park, connecting to playground areas and fields as shown on the contract drawings. Sealed proposals will be received for this project at the offices of the Town Clerk, Town of Chester. Bids will only be accepted from persons whose name and address are recorded as having obtained the contract documents. Each bid must be accompanied by a bid guarantee equal to at least five percent of the bid amount, as a guarantee that the bidder will execute the contract and file required bonds and insurance within ten days of award. The Town of Chester reserves the right to reject any or all bids and to waive any formality or technicality in any bid. Bidders must execute non-collusion bidding certificates and comply with requirements regarding conditions of employment, minimum wage rates, labor standards, and non-discrimination. Minority and women business enterprises must be afforded full opportunity to submit bids and will not be discriminated against in consideration of an award. Bidders must submit documentary evidence of outreach and commitments to minority and women business enterprises with their bid. The lowest qualified bidder meeting the contract requirements will be awarded the bid.
