Renovation of a mixed-use development in New Haven, Connecticut. Completed plans call for the renovation of a playground / park / athletic field.

The purpose of the project is to produce a report of the Edgerton Park Carriage House and Greenhouses current existing conditions and include all items addressed in the scope of work. The project requires a qualified Historical Architect to coordinate with the project coordinator for New Haven Parks. The consultant is to consult with New Haven Parks representatives regarding the needs and goals of the project and produce a report including: - An assessment of the current, existing conditions including a summary description and evaluation of building systems (mechanical, electrical, plumbing, HVAC, fire protection) - An action list regarding building materials, failures, code violations, and ADA accessibility - A prioritized list of recommendations for appropriate treatment of deteriorated historic elements, consistent with the Secretary of the Interior’s Standards - Cost estimates and/or a proposed budget - Records of any previous conditions recordation, existing drawings, and photo documentation (with access to available records provided by New Haven Parks) The report will be used to guide further investment in stabilizing and redeveloping the buildings to best serve community needs, including recommendations for retrofitting heating/cooling systems and potential installation of a commercial kitchen for events and educational programming. The project must be completed by a consultant team meeting federal qualifications standards for Historical Architect. Instructions to bidders include the following: - Proposals must be submitted electronically via the City of New Haven eProcurement Portal by the specified deadline. Two-part proposals are required: one technical proposal (no pricing) and one price proposal (all costs included). - Proposers must be certified Historical Architects, licensed and registered in Connecticut, with relevant experience in adaptive re-use of historic buildings. - All costs must be fixed for the entire contract term and include all labor, materials, insurance, overhead, and required government approvals. - Submittals must include firm qualifications, team member credentials, project understanding, methodology, timelines, references, fee proposal, and certificates of insurance. - Compliance with all terms and conditions, including equal opportunity, insurance requirements, and the New Haven Living Wage Ordinance, is required. Any questions must be submitted electronically through the designated procurement portal.
