The project generally consists of mobilization, survey, asphalt demolition, repaving, concrete curb and gutter, sidewalk demolition, sidewalk installation, and waterline installation. Sealed bids should include the Identification of Minority Business Participation form and either Affidavit A or Affidavit B, as applicable. There is a 10% goal for small or minority business participation, and qualified firms are encouraged to participate. Prime Contractors must fulfill specific criteria regarding minority participation as noted in the contract documents. Each proposal must be accompanied by a cash deposit or certified check of at least five percent of the proposal, or a bid bond of five percent executed by a surety company licensed in North Carolina. A performance bond and a payment bond for one hundred percent of the contract price will also be required. Each bidder must be appropriately licensed as a contractor in North Carolina. Conditional or qualified bids will not be accepted. All applicable laws and regulations apply to the contract. Each bidder is responsible for inspecting the site and thoroughly reviewing the contract documents. Failure to do so does not relieve the bidder from any obligations regarding the bid. The Town of Black Mountain reserves the right to reject any or all bid proposals and to waive any informalities. The contract will be awarded to the lowest, responsive, responsible bidder.
